The solution we're utilizing, Tracker Suite, offers a variety of Notes applications (TrackerSuite.Net for the Web offers similar Web based business applications). It's a modular package, but it's also available in suites to fulfill departmental leads: Project Management, IT (that's me!), Human Resources and Sales.
